Sugar Bytes released an AAX‑to‑VST wrapper called TransVST, but Avid forced them to withdraw it. And there are other AAX 'wrappers' such as Blue Cats Patchwork and DDMF meta plugin. You can also use Reaper through Rewire in PT although not sure how stable / efficient it is to then load the FL VST. I never used it. As far as I know, it was quashed before it was even released due to an internal conflict of some sort between avid and sugar bytes. However, there are a couple of other options for hosting VST in PT11. Vienna Ensemble Pro and Blue Cat MB7 v2. Berlin-based Sugar Bytes makes Plug-ins for studio musicians and live performers. TransVST is a plugin wrapper, which transforms VST plugins into AAX Plugins.
With TransVST, you can use VST Plugins in Pro Tools 10 and higher.

TransVST runs as a standalone program which offers a luxurious plugin management and integrates any VST plugin in Pro Tools, so that it can be used as a normal AAX plugin. TransVST is already 64bit compatible and so it´s ready for future Pro Tools versions. Furthermore, TransVST supports creative plugin functions like Midi Out, Sidechaining and Multi Outputs.
